Procedure for Issue of New Fire Licence for Storage or Processing of Hazardous Substance


Objective Regulation of storage or processing of hazardous substance as defined under Rule 3(a) of The West Bengal Fire Services (Fire License) Rules, 2004 and Schedule I appended to the Rules as well as Notification No. 278/DS/FS/0/C-1/1-1A-3196 dated 8th July, 2003
Regulation Issue of fire licenses under section 14 of The West Bengal Fire Services Act, 1950
Process As described below
Place Applications for South Bengal Districts to be filed in the Office of Collector in License Section of the Fire Brigade Headquarters at 13D, Mirza Ghalib Street, Kolkata-700016, Ph:033-22252222-8. Applications for North Bengal Districts (Malda, U Dinajpur, D Dinajpur, Darjeeling, Jalpaiguri, Cooch Behar, Alipurduar) to be made at Office of Deputy Director Fire Services, Siliguri Fire Station Complex, Station Feeder Road, Siliguri Ph-0353-2502222/1867. Fire license would be issued or renewed from the same place where application was received.
Step 1 Application in W Bengal Form No. 393Z(14) with the following attachments:
a) Two copies of Site Plan of warehouse/workshop drawn to scale of 1 cm: 1 metre
b) Statement showing the name and maximum quantity of hazardous substances to be stored/processed/or both in the premises at any point of time.
c) Statement giving details of fire services i.e. number of full time fire personnel and their qualifications, names of fire prevention and fire safety appliances in the building.
d) Statement giving structure and nature of occupancy within immediate 20' all round the proposed warehouse/workshop.
e) Fire Safety Certificate if applicable for the building (please see Notification No. 279/DS/FS/0/C-1/FIA-3196 dated 8th July, 2003).
Step 2 Obtain/Receive Acknowledgement from the License Section
Step 3 Inspection will be conducted by an officer not below the rank of Station Officer of Fire station after issuing due notice with 3 days time
Step 4 Based on the fire safety recommendations and on Schedule I (storage) and Schedule II (processing) of the Fire License Rules 2004,  annual fee payable will be assessed and Demand Note  will  be issued.
Step 5 Applicant pays the demand within one week through T R Form No. 7  at RBI and forwards a copy to the License Section.
Step 6 Collector issues the Fire License through the appropriate License Section within 60 days for the period he is accountable valid for one year.


Procedure for Renewal of Fire Licence for Storage or Processing of Hazardous Substance

Regulation Renewal of fire licenses under section 14 of The West Bengal Fire Services Act, 1950
Process As described below by an application not later than one month before the expiry of the Fire License
Place Applications for South Bengal Districts to be filed in the Office of Collector in License Section of the Fire Brigade Headquarters at 13D, Mirza Ghalib Street, Kolkata-700016, Ph:033-22252222-8. Applications for North Bengal Districts (Malda, U Dinajpur, D Dinajpur, Darjeeling, Jalpaiguri, Cooch Behar, Alipurduar) to be made at Office of Deputy Director Fire Services, Siliguri Fire Station Complex, Station Feeder Road, Siliguri Ph-0353-2502222/1867. Fire license would be issued or renewed from the same place where application was received.

Procedure for Issue of Fire Safety Certificate for High Risk Buildings


Objective T o ensure that the buildings are built and maintained with adequate safeguards to prevent the occurrence of fires or to contain fires occurring in a high risk building as defined under section 2(hb) of the West Bengal Fire Services Act, 1950. This includes all high rise buildings greater than 14.5 metres in height and buildings as notified in Notification No. 279/DS/FS/0/C-1/FIA-3196 dated 8th July, 2003.
Regulation Section 11C of the Act provides for the issue of the Fire Safety Certificate (FSC) for a high risk building
Process As described below
Place Applications for South Bengal Districts to be filed in the Office of Director General Fire and Emergency Services (DGFES), at the Fire Brigade Headquarters at 13D, Mirza Ghalib Street, Kolkata-700016, Ph:033-22252222-8. Applications for North Bengal Districts (Malda, U Dinajpur, D Dinajpur, Darjeeling, Jalpaiguri, Cooch Behar, Alipurduar) to be made at Office of Deputy Director Fire Services (DDFS), Siliguri Fire Station Complex, Station Feeder Road, Siliguri Ph-0353-2502222/1867. b) Plan of the building with its occupancy and use
c) Structural Plan
d) Ownership/tenancy documents
Step 2 Obtain/Receive Acknowledgement from the License Section
Step 3 Inspection will be conducted by an officer not below the rank of Station Officer of Fire station after issuing due notice.
Step 4 Demand note for Special Fee as specified in the Schedule to the Fire Prevention and Fire Safety Rules to the applicant.
Step 5 Applicant pays the demand within 15 days through T R Form No. 7  at RBI and forwards a copy.
Step 6 Fire Safety Recommendations (FSR) will be issued by the DGFES or the DDFS as the case may be.
Step 7 Applicant implements the FSR over a period  of time and intimates the DGFES or the DDFS
Step 8 Inspection will be conducted by an officer not below the rank of Station Officer of Fire station after issuing due notice.
Step 9 Fire Safety Certificate in Form F of the Fire Prevention and Fire Safety Rules along with authenticated plan will be issued by the DGFES or DDFS as the case may be valid for one year.


Procedure for Renewal of Fire Safety Certificate for High Risk Buildings


Objective Renewal of Fire Safety Certificate of buildings that are classified as high risk building as defined under section 2(hb) of the West Bengal Fire Services Act, 1950. Procedure for Issue of New Fire Licence for Sale of Fireworks
